Logging and community groups filed suit in a U.S. court in Washington, D.C., challenging federal rules protecting the northern spotted owl, saying they have economically harmed timber-dependent areas in the Pacific Northwest. The suit said the Fish and Wildlife Service overstepped its legal mandate by setting regulations without regard to their economic impact. As a result, it said, timber harvesting was improperly restricted over large areas of Washington state, Oregon and California.
