A summary of selected City Hall actions in the past week affecting Central Los Angeles.

CITY COUNCIL

* MURDERED WITNESSES: Approved offering rewards of $25,000 each for information leading to the arrest of those responsible for the slayings of two people early this year who were witnesses to a 1993 slaying in Los Angeles. On March 4, 1993, Willie Bogan was shot to death and Charles Lafayette was charged with the slaying. One witness to the shooting, Gloria Jean Lyons, was shot and killed in an alley near 88th Street and Central Avenue on April 3, 1994, before testifying in the case. Another witness, Georgia Denise Jones, was fatally shot June 13, 1994, near the corner of 87th Place and Wadsworth Avenue after testifying. The jury deadlocked in the trial of Lafayette, who was in custody at the time the two witnesses were slain, and his case is awaiting retrial. A $25,000 reward is also being offered for information concerning Bogan’s killing. Anyone with information on these cases is urged to contact detectives at (213) 237-1310.

* POLICE FUND: Voted to establish a special police assistance trust fund to which residents of council districts 8 and 15, which include much of South-Central and all of Watts, can make contributions to raise money for equipment for the LAPD’s Southeast Division.

* ILLEGAL DUMPING: Approved a motion to provide $1,000 to help finance the Business Watch Group Program of the Boyle Heights Chamber of Commerce in its efforts to deter illegal dumping, graffiti and break-ins in the Olympic/Soto Industrial Corridor.

* ANTI-CRIME BILL: Voted to support the anti-crime bill that has been pending before Congress. The bill’s provisions include funding for 1,000 to 1,500 additional police officers for Los Angeles, a $25-million grant to the city for drug treatment programs and money for more prosecutors, prisons and shelters for battered women.

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues. * CITY HALL MURALS: Instructed the Cultural Affairs Department to proceed with a plan to decorate the safety net atop City Hall with reproductions of murals painted by area students. In a recent competition involving fifth-graders from four elementary schools in the city’s east, west, north and south quadrants, eight murals out of 800 entered were selected. Two murals from each school will be placed on the tower facing the direction of the corresponding school. Patrick Media Group, the nation’s largest billboard maker, will reproduce the murals free of charge on 14-by-48-foot vinyl to be placed on the safety net, which was installed to protect the tower’s earthquake-damaged veneer from falling onto lower level roofs.
